The Drayage Port Truck Regulation is part of the California Air Resources Board's (CARB) ongoing efforts to reduce emissions and public exposure to diesel particulate matter (PM), oxides of nitrogen (NOx), and other air contaminants by setting emission standards for in-use, heavy-duty diesel-fueled vehicles that transport cargo to and from California’s ports and intermodal rail facilities.

The regulation applies to owner and operators of on-road diesel-fuel heavy-duty drayage trucks operated at California ports and intermodal rail yard facilities. The regulation also applies to “motor carriers,” “marine or port terminals,” “intermodal rail yards,” and “rail yard and port authorities.”

Drayage trucks subject to the regulation must meet the following requirements by the compliance deadlines detailed in both Phase 1 AND Phase 2.

Phase 1:

By December 31, 2009, all drayage trucks must be equipped with:
A. 1994 – 2003 model year engine certified to California and federal emission standards and a level 3 Verified Diesel Emission Control Strategy (VDECS) for PM emissions;
or;
B. 2004 or newer model year engine certified to California and federal emission standards;
or;
C. 1994 or newer model engine year that meets or exceed 2007 model year California or federal emission standards.

Phase 2:
Econix DPF-A
After December 31, 2013, all drayage trucks must be equipped with a 1994 or newer model year engine that meets or exceeds 2007 model year California or federal emission standards.

The regulation also requires that all drayage trucks involved in work at California ports and rail yards register in with CARB’s drayage truck registry (DTR) by the end of September 2009.
